A software company serving Abu Dhabi remotely: bilingual portals, systems and apps with published AED prices
An engineering team in Cairo working in English and Arabic, one to two hours behind Abu Dhabi, with written requirements, a staging link and a weekly video review.
Many Abu Dhabi buyers are government entities, the companies that supply them, holding groups and energy and industrial firms. They tend to ask for the same things: written requirements before any code, documents a procurement team can review, Arabic and English at the same standard, and clear answers on where data is stored. Web Pioneer is a software engineering company founded in Cairo in 2014 that serves UAE companies remotely, with AED prices published on our UAE website design and UAE app development pages. We have no office, licence or legal entity in Abu Dhabi or anywhere in the UAE; meetings run on video, and this page explains what that means for your procurement.
Prices and timelines checked against our published pricing on 1 November 2026.
Documentation a procurement team can review
A written scope with assumptions and exclusions, a fixed price per phase, an acceptance test form, and handover documentation. Every decision from the weekly call is recorded in written minutes.
Published AED prices
Company websites from AED 1,200, custom web platforms from AED 11,000, mobile apps from AED 11,000. ERP bands are published in USD, and your written estimate in AED arrives within one business day.
Arabic and English as equals
Portals and internal systems built in both languages from day one, with right-to-left layouts designed properly and copy written separately in each language.
Ownership and hosting you control
Code, repository, database and accounts are yours after final payment, hosted on a UAE cloud region or elsewhere as your policy requires, with no restriction on moving to another team.
What we build for Abu Dhabi organisations
Requests from Abu Dhabi usually start from a process rather than a design: a request that passes through four approvals by email, a supplier list kept in spreadsheets, a service that customers can only book by phone. The services that fit:
- Web application development: bilingual portals and internal workflow systems with role-based approvals, audit history and reports.
- ERP systems: purchasing, inventory, assets and multi-currency accounting for holding groups, suppliers and distributors, with VAT invoices.
- Maintenance systems: work orders, preventive schedules and asset history for facilities and industrial operations.
- Helpdesk systems: ticketing for internal IT or customer service, with service levels and reports.
- Website design in the UAE: a corporate site in English and Arabic with capability pages and a company profile for tender submissions.
- App development in the UAE: Android and iOS apps for services, booking or field teams, with an admin panel in both languages.
- AI chatbots: answers in English and Arabic on your site or WhatsApp, drawn from your own approved content.
- Penetration testing: a security test of an existing application before launch or a supplier review, with a written report.
UAE requirements we prepare in every project
VAT and invoices: every store or system we build for a UAE client issues tax invoices that meet Federal Tax Authority requirements: your Tax Registration Number, 5% VAT per line, credit notes, and the reports your accountant needs for the return. We follow the e-invoicing programme the UAE Ministry of Finance is rolling out in phases, and we structure invoices so that connecting to it is a limited change, not a rebuild. Connecting an existing system to e-invoicing is quoted in writing within one business day through a technical estimate.
Where the data lives: we do not own data centres, and we host wherever you choose. If your sector or licensing authority requires data to stay in the country, we build on a cloud region inside the UAE on an account in your company name, and write that into the contract. We design access rights and data retention with the federal Personal Data Protection Law in mind, and we do not claim any security certification.
Your licensing authority's rules: some free zones and regulators in the UAE set their own data and hosting requirements. Send us the policy or the tender clauses, and we answer each one in writing in the estimate instead of a general statement.
Payments: PayTabs or Telr for local cards, Stripe when your customers are outside the UAE, and Tabby and Tamara for the instalment payments UAE shoppers are used to. We choose with you based on each gateway's fees and your bank, and the merchant account is in your company name.
What remote delivery means for your procurement
We invoice as Web Pioneer, a company registered in Egypt (commercial register 206687, ITIDA licence 1167), and can supply company documents for supplier forms. We do not hold a UAE trade licence. If a tender requires a UAE-licensed supplier, in-country presence or on-site staff, we are not the right direct vendor, and we tell you on the first call. Where a remote supplier is acceptable, the rhythm is fixed:
- A WhatsApp group for the project with the project manager and the lead engineer, answered during working hours. Our week runs Sunday to Thursday; if your company works Monday to Friday, we arrange cover and meetings on your days.
- A weekly video call at a fixed time on Google Meet or Zoom, in English or Arabic, with written minutes after every call.
- A staging link from week two that your team in Abu Dhabi opens and tests in both languages before sign-off.
- A contract in English or Arabic, signed electronically, covering scope, payments, code ownership, warranty and support terms.
- Payments by bank transfer or card in milestones tied to deliverables you see on staging, with an invoice from Web Pioneer for each one.
- Handover on accounts in your name: hosting, domain, app store accounts and repository, with recorded training and post-launch support.
We have delivered more than 150 projects since 2014 for clients in Egypt, the UAE, Saudi Arabia and other markets; published work with live links is in our portfolio.

Frequently asked questions
Do you have an office or a licence in Abu Dhabi?
No. Our only office is in Cairo, and we hold no UAE trade licence or legal entity. We work with Abu Dhabi clients over video, WhatsApp and the staging link, and explain the remote model in full before you sign.
Can you take part in a government or enterprise tender?
It depends on the tender. If it requires a UAE-licensed supplier or on-site staff, we cannot bid directly and we say so early. Where a foreign supplier is accepted, we provide a written technical and commercial response, our Egyptian company documents, and answers to each clause.
Where will our data be hosted?
On a cloud region inside the UAE when your policy requires it, on an account in your organisation's name, and recorded in the contract. We do not own data centres or hold security certifications, and we design access rights with the federal Personal Data Protection Law and your regulator's rules in mind.
Do your systems handle UAE VAT and e-invoicing?
Our systems issue tax invoices with your Tax Registration Number, 5% VAT, credit notes and return reports. We structure invoices so that connecting to the UAE e-invoicing programme is a limited change once it applies to you, and that connection is quoted in writing within one business day.
What does a portal or system cost?
Custom web platforms run AED 11,000 to 29,500, and our ERP bands are published in USD: a core system from USD 3,000 and a full multi-module system USD 4,500 to 8,000. A bilingual corporate site runs AED 1,900 to 4,400. Your written estimate states the AED figure after a scoping call.
How do we sign and pay?
The contract is in English or Arabic and signed electronically, and you pay by bank transfer or card in milestones tied to deliverables you can see on staging. Each payment is invoiced by Web Pioneer in one currency, with the exchange rate dated.
