A software company serving Dammam, Khobar and the Eastern Province remotely: systems, apps and websites with published SAR prices

Engineers in Cairo working in English and Arabic, one hour or less from Eastern Province time, with a staging link, a weekly review and a written contract.

The Eastern Province runs on industry: contractors and suppliers serving the energy and petrochemical sector, workshops and factories in the industrial cities, logistics around the port, and a busy retail and services market in Khobar and Dhahran. What these companies ask us for is rarely a brochure site alone. It is a system for maintenance work orders, stock and purchasing, a fleet or field team app, or a corporate website that holds up in front of a large buyer's procurement team. Web Pioneer is a software engineering company founded in Cairo in 2014 that serves the Eastern Province remotely, with SAR prices published on our Saudi website design and Saudi app development pages. We have no office in Dammam or Khobar; meetings run on video, and the working method is on this page.

Prices and timelines checked against our published pricing on 1 November 2026.

Systems for operations, not just websites

Maintenance work orders, spare parts stock, purchasing, timesheets and project costs in one system, replacing the spreadsheets and paper forms field teams send back to the office.

Published SAR prices

Company websites from SAR 1,200, custom web platforms from SAR 11,000, mobile apps from SAR 11,000. ERP bands are published in USD, and your written estimate in SAR arrives within one business day.

ZATCA e-invoicing built in

Accounting systems and stores issue invoices in the authority's XML format with a QR code, connected to the Fatoora platform under Phase 2, with 15% VAT per line.

You own the code and the data

Source code, repository and database are in your name after final payment, hosted where you choose, in the Kingdom or outside it. No tie to us after handover unless you choose a maintenance contract.

What we build for Eastern Province companies

Enquiries from Dammam and Khobar fall into four groups: industrial service and contracting firms that need to track work orders, assets and crews; distributors and suppliers that want stock, purchasing and invoicing in one place; transport and logistics companies managing drivers and shipments; and retail and service businesses in Khobar that want to sell online. Each has its own service page:

  • ERP systems: accounting, inventory, purchasing and project costing for contractors, suppliers and distributors, with e-invoicing from day one.
  • Maintenance systems: work orders, preventive maintenance schedules, asset history and technician assignments, with a mobile view for the field.
  • Inventory systems: spare parts and materials across several warehouses, with barcodes, minimum stock alerts and transfers.
  • Shipping and logistics systems: shipment tracking, driver management and settlements for transport and delivery firms.
  • HR systems: employee files, attendance, leave and payroll inputs for companies with large site crews.
  • Website design in Saudi Arabia: a bilingual corporate site with capability pages and a downloadable company profile for vendor registration.
  • App development in Saudi Arabia: Android and iOS apps for field teams, service booking or customers, with Mada and Apple Pay.
  • E-commerce stores: a custom store, or a Salla or Zid setup when that fits better, for Khobar retailers and distributors.

Saudi requirements we prepare before you ask

E-invoicing (Phase 2, integration): every accounting system or store we build for a client in Saudi Arabia issues invoices in the XML format approved by the Zakat, Tax and Customs Authority, with the QR code, cryptographic stamp and connection to the Fatoora platform for clearing B2B invoices and reporting B2C ones, and 15% VAT calculated per line. We work from the authority's official site, not from third-party summaries. Connecting an existing system to e-invoicing has no fixed price, so we quote it in writing within one business day through a technical estimate request.

Payments: for B2B systems, invoices and bank transfers matter more than checkout. For stores and customer apps, we connect Mada, Apple Pay and STC Pay through HyperPay, Tap, PayTabs or MyFatoorah, on a merchant account in your company name.

Arabic and English: many Eastern Province firms run in English internally and report in Arabic. We build both interfaces from the start, with right-to-left layouts designed rather than patched in.

Where the data lives: we do not own data centres, and we host wherever you decide. If your sector or a government client requires data to stay in the Kingdom, we build on a cloud region inside Saudi Arabia or with a local provider, on an account in your company name, and we write that into the contract. We design databases and access rights with the Saudi Personal Data Protection Law in mind, and we do not claim security certifications we do not hold.

Vendor registration: we invoice as Web Pioneer, a company registered in Egypt (commercial register 206687, ITIDA licence 1167). We do not hold a Saudi commercial registration. If your procurement rules require a locally registered vendor, we tell you on the first call rather than after the proposal.

How we work with you from Cairo

Industrial clients care about one thing above all: the system has to match how work actually happens on site. So before design, we review your current forms, spreadsheets and approval chain on a video call and write them down as requirements you sign off. Then the rhythm is fixed:

  • A WhatsApp group for the project with the project manager and the lead engineer, for daily questions and quick decisions. We reply during working hours, Sunday to Thursday, the same working week as yours.
  • A weekly video call at a fixed time on Google Meet or Zoom, in English or Arabic, with written minutes after every call.
  • A staging link from week two that your team opens from Dammam or Khobar and tests feature by feature before sign-off.
  • A written contract in English or Arabic covering scope, timeline, payments, code ownership, warranty and support terms, signed electronically with no travel.
  • Payments by bank transfer or card in milestones tied to deliverables you can see on staging: 30% on signing, 20% on design approval, 30% after acceptance testing, 20% at launch.
  • Handover on accounts in your name: hosting, domain, app store accounts and repository, with recorded training for your team and post-launch support.

We have delivered more than 150 projects since 2014 for clients in Egypt, Saudi Arabia, the UAE and other markets. Our published Saudi work includes the Nayef Al Busais law office website in our portfolio.

Frequently asked questions

Do you have an office in Dammam or Khobar?

No. Our only office is in Nasr City, Cairo, and we serve Eastern Province clients remotely. Meetings run on video at a fixed weekly time, daily follow-up happens on WhatsApp, and everything you need to check is on the staging link before you sign it off.

Can you register as a vendor with our company or our client?

We can supply our Egyptian commercial register (206687), ITIDA licence (1167) and company documents for vendor forms. We do not hold a Saudi commercial registration, so if a buyer requires a locally registered vendor, we are not the right direct supplier, and we say so on the first call.

Our technicians work on sites with weak coverage. Will the app still work?

It can, if we plan for it. For field apps we scope offline entry of work orders and checklists with sync once a connection returns, and we test it on the devices your crews actually use. It is listed as a requirement in the estimate, because it adds work and should be priced openly.

Are your systems compliant with ZATCA e-invoicing?

The accounting systems and stores we build for Saudi clients issue invoices in the approved XML format with a QR code and connect to the Fatoora platform under the Phase 2 requirements. Connecting a system you already run needs a review first, followed by a written quote within one business day.

What does an ERP or maintenance system cost?

Our ERP bands are published in USD: a core system of 2 to 3 modules from USD 3,000 over 8 to 12 weeks, and a full multi-module system USD 4,500 to 8,000 over 12 to 20 weeks. Custom web platforms run SAR 11,000 to 29,500. Your written estimate states the SAR figure after a scoping call.

Where will our company data be hosted?

Wherever you choose. We do not own data centres; we set up hosting on an account in your company name, on a cloud region inside the Kingdom or outside it depending on your sector or client, and state it in the contract. Access rights and backups are designed with the Saudi Personal Data Protection Law in mind.
